A 20-year-old US Marine faces murder and robbery charges in Japan after allegedly strangling a 39-year-old woman with a telephone cord inside a Naha hotel. Prosecutors formally indicted Devin Jacob Ballard on October 26, ending a legal process that began with his arrest earlier this month.

Ballard was stationed at US Marine Corps Air Station Futenma. The indictment alleges he killed Anna Yagi on October 3 and subsequently took her backpack and wallet. Japanese media outlets, including Asahi Shimbun and Kyodo News, reported that investigators believe security footage shows a man entering the hotel with Yagi and leaving alone with her property. Ballard initially denied the allegations but has made statements suggesting his involvement, according to those reports.

Prime Minister Sanae Takaichi labeled the crime brutal and heinous. Her government registered a strong protest with the United States and demanded strict disciplinary action for US military personnel. Takaichi also called for thorough measures to prevent similar incidents in the future. The Marine Corps stated it is actively cooperating with Japanese authorities and offered condolences to Yagi's family.

Okinawa hosts approximately 55,000 US soldiers, representing the highest concentration of American troops in Japan. Governor Genta Koja said the prefecture has repeatedly asked the US to prevent such incidents. He described the alleged crime as a sign of a lack of discipline among the stationed forces. This case adds to a history of criminal incidents involving US servicemembers on the island.

In 2024, four sexual assault cases involving US troops were recorded in Okinawa. One of those involved Air Force member Brennon Washington, who received a five-year sentence for the rape and kidnapping of an underage girl. In 2025, Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman. The largest protest in the region occurred in 1995, when tens of thousands marched following the abduction, beating, and rape of a 12-year-old girl.

Public anger has grown in the days following the indictment. Approximately 100 people protested in both Naha and Tokyo earlier this month. Social media users in Japan expressed outrage, with one commenter stating that enough is enough. The legal proceedings for Ballard are expected to move forward in Japanese courts.
